"Accanto": Support for Separated, Divorced and Widowed Parents

Support for families with children affected by critical events such as separation, divorce, and bereavement, pursuant to Regional Council Resolution (D.G.R.) 3612 of 16/12/2024 and Regional Director’s Decree (D.d.u.o.) No. 7662 of 30/05/2025

OBJECTIVE OF THE MEASURE
This measure provides support for families at risk of social vulnerability and fragility due to critical and unexpected life events that often disrupt parenting roles and responsibilities. These events may also significantly impact the family’s financial situation, leading to a lower standard of living and difficulties in covering both daily expenses and the costs related to children.

ELIGIBILITY
Separated or divorced spouse (within three years of the application date):

• no longer living with their children and subject to judicial orders (including provisional or emergency measures) regulating financial and/or property obligations;
• resident in Lombardy at the time of application;
• with financially dependent minor children (up to 17 years and 364 days) or adult children with disabilities pursuant to Article 3(3) of Law No. 104 of 5 February 1992;
• with a valid ISEE certificate at the time of application not exceeding €30,000;
• who has signed a co-responsibility agreement with the selected Family Centre (Hub) or local office (Spoke);
• who has not been convicted by final judgment for crimes against the person, including stalking under Decree-Law No. 38 of 23 February 2009, or offences under Articles 570 and 572 of the Italian Criminal Code.

Widowed spouse:

• whose bereavement occurred no more than six years before the application date;
• resident in Lombardy at the time of application;
• with financially dependent minor children (up to 17 years and 364 days) or adult children with disabilities pursuant to Article 3(3) of Law No. 104 of 5 February 1992;
• with a valid ISEE certificate at the time of application not exceeding €30,000;
• who may have signed a co-responsibility agreement with the selected Family Centre (Hub) or local office (Spoke).

TYPE AND CHARACTERISTICS OF THE ASSISTANCE
The measure provides the possibility to apply for reimbursement of expenses incurred to support children’s growth or specific parenting support activities, under the following intervention lines:

• "Care and Growth: Support for Children’s Healthcare Expenses": reimbursement of documented healthcare expenses for minor children or adult children with disabilities pursuant to Article 3(3) of Law No. 104/1992, not reimbursable by the National Health Service (SSN), employer welfare schemes, or insurance policies.
• "One Step Forward: Support for Education and Relationships": expenses for minor children or adult children with disabilities, including:
  • school-related and/or socialisation activities (e.g. purchase of a computer - excluding tablets, mobile phones, or other devices covered by different funding schemes - and tutoring or homework support services);
  • psychological support and/or other activities aimed at preventing social isolation and encouraging social inclusion (e.g. support groups or self-help groups), including services also provided to the applicant parent.
• "Home and Future: Support for Rent and Mortgage Payments": expenses related to rent and/or mortgage payments arising after separation, divorce, or bereavement, documented by proof of payment.

For the “Home and Future” line, applications are not eligible if the applicant has already benefited from the “Housing Support for Rent Integration for Separated or Divorced Spouses” measure.

The contribution is income-based (ISEE) and can reach:

• up to €2,500 for ISEE up to €20,000;
• up to €1,500 for ISEE between €20,000.01 and €30,000.

The contribution can only be granted once and only for a single application, which cannot be resubmitted.

HOW TO USE THE ASSISTANCE
Applications must be submitted exclusively online, under penalty of ineligibility, via the “Bandi e Servizi” Information System available at the Lombardy Region website.
